Leon County, Florida – The Leon County Commission met on October 14, 2025, to discuss multiple pressing issues, including the allocation of opioid litigation settlement funds, fire department operations, and the introduction of automated speed cameras in school zones. The Board’s decisions during this meeting aim to enhance public safety and address substance abuse in the community.

Significantly, the Board voted unanimously to accept recommendations regarding the Opioid Litigation Settlement Funds for Fiscal Year 2026. Leon County is set to receive $926,843 from these funds, which will be allocated to substance abuse treatment services and the purchase of Emergency Medical Services (EMS) equipment to combat opioid use disorders. Agencies such as Big Bend Community Based Care, LLC, DISC Village, the Leon County Detention Facility, and 2-1-1 Big Bend will partner with the county in this vital endeavor.

The Board also approved 15 Consent Items and unanimously accepted an overview of the Fiscal Year 2026 Annual Board Retreat, which will assess the status of the County Strategic Plan, comprising 102 Strategic Initiatives, 16 five-year Targets, and 4 Bold Goals for the upcoming fiscal year.

In matters concerning fire services, the Board received a legal analysis indicating that any proposal to transfer the fire department from the city to the county would require resolutions from both Commissions and a dual referendum. The analysis concluded that the inquiry made to the Citizen Charter Review Committee would be advisory and non-binding. Unilateral action to transfer the fire department would be unconstitutional.

Appointing board members to key positions was also a focus of the meeting. Corrie Melton was appointed to the CareerSource Capital Region Board for a term ending on June 30, 2029, while Emily Johnson-Truitt was selected for the hotelier seat on the Tourist Development Council with a term concluding on October 31, 2029.

The Board further voted 6-1, with Commissioner Proctor opposing, to hold a Public Hearing for consideration of an Ordinance for School Zone Speed Detection Devices. This proposed ordinance would allow for the placement and operation of automated speed detection cameras in school zones located in unincorporated areas of Leon County. A previous traffic study revealed more than 7,000 violations recorded in a single day, highlighting the urgency of this measure.

Potential camera locations include schools such as Chiles, Woodville, Fort Braden, Deer Lake, W.T. Moore, Killearn Lakes, Chaires, and Canopy Oaks. The speed cameras will be operational for 30 minutes before and after school, as well as during school hours. Violators caught speeding in these zones may incur a fine of $100.

Projected revenues from this speed camera program could reach $1.8 million in its first year, with funds earmarked for public safety initiatives, including the recruitment of school crossing guards. Currently, the county is in the process of seeking a vendor to provide the necessary technology for this speed detection initiative.

This meeting marks a significant step forward in Leon County’s ongoing efforts to improve community safety and address pressing health issues related to the opioid crisis. The decisions made will play a crucial role in shaping the county’s strategic priorities for the upcoming fiscal year and beyond.
